The Analysis of Cadastral System in the European Union Countries and the Evolution of Turkey Cadastral System in the Adaptation Process. Turkey was accepted as a candidate country to the EU in December 1999 and subsequently the adaptation process to the EU in all sectors was started. It is inevitable that this adaptation process also affects the land registry and cadastre sector constructing the base of investment projects and arranging human-land relationship. At this point, the question of what the form and the dimension of this effect will be put on the agenda. The purpose of this study is to investigate if there is any unity in cadastral system in the scope of the EU and cadastral systems of the EU member countries, and to determine the policy that the Turkish cadastral system needs to follow during adaptation to the EU. To fulfill this aim, firstly, the concept of cadastral system in the EU has been determined by examining the related activities and the Acquis Communautaire. Secondly, the cadastral systems of the EU member countries have been compared with each other and with Turkish cadastral system. By studying the comparison results from the Declaration of the Cadastre in the EU stand point; the necessary policy to be followed by Turkey was determined. As a result, the study has concluded that the EU countries have important differences in several criteria concerning cadastral systems, while they have a lot in common in basic principles and technique criteria. Namely, it has been seen that there is no standardization in cadastral sense. On the other hand, it has been seen that while the Turkish cadastral system is theoretically similar to that of the EU countries, it has not reached the level of some union countries, because of its geographic and economic structure. In this case, Turkish cadastral system should be improved by taking the Declaration and technological developments into consideration. This development is of crucial importance for both carrying Turkish cadastral system to level of the EU member countries and orientating it towards modern cadastre.Key Words: European Union, Adaptation Process, Land Registry, Cadastre, Turkey Cadastral System, Harmonization.
