Abstract (EN)

Turkey has been endeavoring to join the European Union for a good many years. In consequence thereof, Turkey has finally been a candidate after remaining a presumptive nominee for years. Yet, it is apparent that this process will pose more challenges when compared to the former process, during which Turkey was only a presumptive nominee.During the process from the moment of commencement of Turkey-European Union relations until now, the European Union notified Turkey regularly in respect of the actions and steps required to be taken, under various reports and studies published thereby.Within the framework of Turkey-European Union (EU) relations, this study examines the substantial legal arrangements, bottlenecks and other developments in respect of the transportation since the time of the founding charters of EU, and so discusses the attempts of EU on the way towards creating a ?common transportation policy?. Turkey, thanks to its geographical position, had been a crossroad of transportation routes such as the Silk Road and the Spice Road in the past periods, such trade roads passed through the Anatolia-Turkey and Turkey housed many strategic ports, crucial trade and transportation movements.Turkey is located at the exact center of transportation and carriage. Turkish Straits, which interconnect the Black Sea to the Aegean Sea and the Mediterranean Sea, as well as the land routes, which are interconnecting the Asia and the Europe and the energy corridors extending from the Asia to the Europe indicate the fact that Turkey?s role and position is undeniably substantial for the European countries and other countries in the region. Owing to such characteristics of Turkey, the European Union will never close the doors thereof for Turkey, but will continue to emphasize the steps that Turkey need to take in accord with their own considerations. This study discusses, in general, the requirements requested by the European Union requested from Turkey and the ability and inability of Turkey to achieve and meet the said requirements during this process. Keywords: Logistics, Transportation Policies, the European Union, Progress Reports
