European security and terrorism

In this study, it has been discussed the ?security problems? of theEuropean Union since it was founded, with focus on the past cold-war era.The terrorism dispute has been examined as the shape, the internationalterrorism gained after September 11 and their effects on Europe, under ageneral security concern. Because, initially European İnstitutions handled theterrorism dispute in this extend. Therefore, immigration problem and visapolicy were not seen related with terrorism but later on these notions takeplace in the general security perception.First of all, plot and notion have tried to clarify ?terrorism? and ?security?issues. In this context the emerge of the notions of ?terrorism? and ?security?,their historical ties and their contemporary shape have been studied with ahistorical and notional evaluation. It has been examined the discussions atconceptual base, the conceptual discussions provide legal base for judicaldefinitions and the judical definitions provide legitinate bases in theinternational politics. In this frame it is included the conceptual discussionsthat are held at global level. It is evaluated taht the process reached at thejudical and academic definition studies parallel with the studies under theframework of the U.N.In this study, a brief history of the establishment of the E.U and theeuropean security Concept was given due to the necessily for handling thepolitical and geographical area that is pronounced about these security andterrorism problems. This study tries to focus on the place and importance ofthe organizations as NATO and ECSC and the European Security because ofthe fact that the European Security Concept is related with theseorganisations in which USA is a party . However, this relation is not at thelevel as it had been in the cold war era. Apart from teh common framework ofNATO and ECSC, the Common Foreign and Security Policy of the Union isdefined broadly and it is evaluated that to what extend this framework hasevolved after September 11.In this study, the definiton of terrorism in Eurpo has been discussed,the institutions created and the decisions taken by EU about struggle againstterrorism was taken into account, and the establishment of European Union?sCommon Foreign and Security Policy and the relation between their policyand terrorism was tried to be explained.The main approach of the study is that the EU is proceeding towards asecurity atmosphere which is getting more complex day by day especiallyafter the Cold War, and the union is searching for precautions that will set upits own security in this context. Especially after the attacts in Madrid andLondon, EU organs have prioritized the problem of terrorism in their agendaand made crucial regulations both at the national and the Union level.Moreover, a new device is tried to be created that will intervenetointernational security problems with a new defence concept.
