Copyright and Turkey's integration at council of Europe Convention on Cybercrime

In the twentieth century, there has been many changes and evolutions in the field of informatics as in the many areas. Crime and its kinds have taken their shares out of these variations in the informatics area. The copyright violations in the cyber world have recently been seen as a new security matter by the states and these infringements done against the works of art and thought have been an international matter due to their world-wide economic impacts. Council of Europe Cybercrime Convention signed on 23.11.2001 is the first international and still-valid agreement to fight globally against the crimes and abuses committed in the cyber world. This agreement aims to build common security policies against globally-committed cyber crimes and to strengthen the cooperation among the states through the principles of defense policies. Turkey signed this treaty on 10.11.2010 and ratified it on 22.04.2014 and put it into effect on 01.01.2015. In this study, the scope of the AK Treaty, formation process, its impacts and approach against copyright breaches, the effects of security policies, perspectives and legal regulations of Turkey in the cyber world have been studied. It is a must to increase the international cooperation to battle against the cyber crimes and copyright issues. Also, it is necessary to make legal regulations with similar perspectives in that sense. All cyber breaches could be prevented not only by legal measures but also by the actions of non-governmental organizations (NGO), individual and social awareness. International legal ground and binding of the treaty and integration of Turkey as a state party increases and explains the importance of the issue in terms of international relations and law discipline.
