Özet (EN)
Climate change has become a global problem since the 1990s and has begun to show its effects. Making a global effort in this direction, the European Union has brought regulations to protect the environment and prevent climate change. Turkey, which is a candidate member, is also expected to transfer these policies. As the adaptation process continues to take shape in the context of full membership, relations are changing with the European Green Deal, which brings a new level to environmental policies. A transition to a green economy is aimed in many sectors within the framework of the European Green Deal. During the transition to a green economy, a "fair transition" target, which includes financial aid for developing countries that do not have the same opportunities as EU countries, has been determined. Different obligations await the countries that do not implement the changes determined within the scope of the agreement. The agreement has been a driving force in the realization of policy transfers by countries, especially since it brings financial obligations in the commercial field. The adaptation process, which is in parallel with the political relations, also brings changes in the environmental acquis. While Turkey has made progress in terms of legislative alignment, it is observed that it is insufficient in practice. In this context, this study examines the adaptation efforts and activities carried out in line with the relations. The main findings of the thesis explain that Turkey's adaptation process develops in parallel with relations and that the regulations in Environmental Policies are insufficient in practice. While the study includes Turkey's obligation to comply with the agreement, it also includes the possibilities that will occur in case of failure to comply.
