Abstract (EN)
The Tanzimat period, which is one of the most important developments of the 19th century, is a period in which the Ottoman Empire tried to change with new regulations as administratively, socially and economically. Between the years 1840-1864, understanding how the regulations of the Tanzimat period were met by the administrators and the public, what problems arose and whether the changes gave results are researched. The basis of the research is the Ayniyat regısters sent to the sancaks from the Grand Viziership which represents the office of grand vizierate. By help of the Ayniyat regısters, it is possible to have detailed information about the situation of the sancaks, the attitudes of the administrators and the lives of the people. The presented sancaks in the study including the years 1840-1845, 1850-1856, 1860-1864 are Selanik, Tırhala and Varna. Administrative, social, economic and social correspondences specific to these sancaks have been researched. In these years, the general concentration of these correspondences in the sancaks consists of crimes and penalties, tax, assignment-appointments. The applicability of the new regulations that came with the Tanzimat Period and how the administrators could comply with the new system were researched in the light of the documents. The punishments given to the crimes committed in the sancaks of Selanik, Tırhala and Varna, the tax issue that was one of the deep pains of the Tanzimat period, and the issues caused by the incapability that caused the end of the states were researched and found out by the guidance of the Ayniyat regısters.
