Comparison of government systems of The Republıc Of Azerbaijan and The Russian Federation

In this thesis, the government systems of both countries were investigated, taking into account the Constitutions of the Russian Federation, which was adopted in 1993, and of the Republic of Azerbaijan, which was adopted through a referendum in 1995. Today, Constitutional Law examines government systems in three categories. These are the presidential system, the parliamentary system and the semi-presidential system. However, in recent years, a new fourth category has been tried to be created for the presidential position, which is similar to the presidential and parliamentary system. In this study, the government systems adopted by the two states of the same geography, which were ruled by the same system in the USSR for years, were tried to be defined. Although both countries have adopted different systems, similarities and differences in management styles have been investigated. It is aimed to reveal that the systems in which the presidential office is seen to be more important in the systems of these countries are Presidency, Parliamentary, Semi-Presidential or the fourth category, hyper-presidential, super-presidential and mixed hybrid systems.
