The Armenian Problem that Azerbaijan had experienced before theUSSR establishment has again found its place on the agenda with the clashes inthe Nagorno Karabakh since 1989. As a result of clashes until 1994 a lot ofpeople died and were injured, thousands of Azerbaijanians have been drivenaway from their lands by Armenians. %17 of Azerbaijan lands has been undermilitary occupation of Armenia. Talks that have been held from the beginningof the problem have not made peace.In this study historical roots and today?s reasons of the NagornoKarabakh problem have been investigated and there have been called attentionto the results of clashes which occurred in the region. Furthermore proposalsoffered by the international organizations during solution process have beenevaluated from the point of view of Azerbaijan Foreign Policy and solutionapproaches of Azerbaijan and Armenia have been shown. The NagornoKarabakh problem has become a regional and international problem soattitudes of regional states and international organizations about the problemhave been investigated too and there have been given suggestions on furthersteps of Azerbaijan.Azerbaijan must maintain its resolute attitude to solve the problem in thepeaceful ways. Energy resources of the region and projects due to this factorincrease Azerbaijan?s strategic importance. Azerbaijan has to use this factor asan advantage during the talks and convince international public opinion of itsrightness.The Nagorno Karabakh problem hasn?t found its lasting peacefulsolution yet.
