Özet (EN)

People have the right to life and health before economic, cultural and social rights. Without the right to health, having other rights completely loses its importance for human beings. By definition, the right to health; It is the ability of individuals to demand treatment and elimination of the cause of the disease from the society and the state when necessary. Health insurance also comes into play at this stage. There are similar problems in the financing of health in all countries of the world. The study was conducted with the literature review method and was limited to the health systems of Azerbaijan, Canada and Japan. In this study, Azerbaijan; By comparing the health systems of Canada and Japan, which have the best social health insurance practices in the world, as a country that does not have a legal health insurance system until 2021, the measures taken against these problems have been researched and a model proposal has been made for Azerbaijan. Choosing Canada and Japan for the study is because it is possible to propose a model with high applicability in Azerbaijan when looking at the health insurance systems of these countries.
