Abstract (EN)

In the field of Human Resource Management, models erstwhile propounded as universal and were thinking best perceptions, become disputable issue how it?s true and acceptable nowadays. Researches show that different HRM models, was effected by different specifications of different countries and themselves become different. Its present the need of research human resource management in the national level. Despite the fact that this need was indicated by many authors, researches were intensify/fail in micro level. The efforts signified in the researches of human resource management in the business level and implementation of functions must signify in macro/national level researches. Therefore comparative HRM studies have become significant. Comparative HRM studies can be defined as practices in HRM aiming to understand and explain in various countries.In this study comparative HRM and its ?convergence? and ?divergence? views are described firstly. Later, ?HRM Models? were classified as ?convergence? and ?divergence? models of HRM. Afterwards, Brewster Model picked out, because of its convenience to research HRM practices in Azerbaijan, in divergence models of HRM. In the next stage, the reasons of choosing Brewster Model as a research model are explained. But we must state that, research was benefited from the other divergence models, in the sub factors which were not indicated in Brewster model. In the empirical part of research, Azerbaijani firms were investigating in the framework of Brewster Model through HRM practices. As data gathering method of study firstly questionnaire technique was used to evaluate organizational factors (organizational strategy and HRM strategy, HRM functions) of model. Thus deficiencies of practices were determined and the best practices suggestions were given. After that, in the framework of environmental factors of research model, it was attempted to determine the factors that effect formation of HRM practices in Azerbaijan firms.
