The perceptions of school principals about school manager training and appointment processes in azerbaijan

Abstract (EN)

In this study, it has been tried to determine the opinions of school principals on the process of training and appointment of school administrators in Azerbaijan. In the study, content analysis method, qualitative research method, and holistic single case study design from qualitative approaches were used. The study group of the research consists of school principals working in public schools in the central districts of Baku in the 2020-2021 academic year. The study group of the research consists of 11 school principals, 4 women, and 7 men, working in secondary schools. The interview form was duplicated and distributed as much as the number of school principals working in the schools. As a result, 11 interview forms were evaluated. The maximum diversity sampling method was used to determine the participants (Yıldırım & Şimşek, 2018). The notes taken as a result of the interviews made in the analysis of the data were converted into written texts in the computer environment. Participants took part in the research by coding. Content analysis was used in the analysis of the research data. As a data collection tool, school administrators were reached through online channels. Interviews were held with the participants via the Whatsapp application. A semi-structured interview form was used in the research. A demographic information form was used for the participants. In the first part of the interview form, which consists of 2 parts, personal information, and in the second part, 2 questions that were decided to determine the training and assignment processes from the eyes of the school principals were included. As a result of the research, it is determined that in-service training, which is one of the most important factors in the teaching of school management, is carried out by the Professional Development Institute of Educators, which was established in Azerbaijan in 2016 with the approval of the Ministry. This institution determines the on-the-job training programs and their content, evaluates the teaching staff and implements the internship process, determines the training needs, and implements the innovations in education. Regarding the training and appointment processes of school administrators, it should be expected that school administrators will have a good command of the relevant legislation along with various issues such as school management, evaluation, audit, administrative law, and budget management, with the experience they will gain over time. Recruitment of directors to general education institutions that are included in the system of the Ministry of National Education is carried out by the Ministry in a centralized manner by ensuring transparency and impartiality through a three-stage competition. As a result of the research, the majority of school administrators shared their experiences and thoughts about the current administrator training and assignment regulation.
