Abstract (EN)
Babanzade İsmail Hakkı Bey started to work as a journalist for the İkdam Mewspaper just before the second declaration of Constitutional Monarchy. He was also affected by the evolution happenig due to the declaration of constitutionalism in 1908 and the Ottoman basic law's becoming valid again. He wrote his first article after being transferred to Tanin Newspaper from İkdam Newspaper on 13 August 1324 (26 August 1908) and started to contribute to the Party of Union and Progress political view. İsmail Hakkı Bey, who wrote up his articles at Tanin Newspaper from 1908 to 1913 –when he passed away- was evolueting the growths arising mostly from the foreign policy issues and internal affairs as well. One of the features of İsmail Hakkı Bey was endeavaning about politics actively. He was elected to the parliament from such an important city, Bagdat in the elections of 1908. His becaming a deputy at an early age and both his being a journalist and teaching at a civil school as well reveal the fact that he has a versatile personality. Besides, his high performance in political life raised İsmail Hakkı Bey's reputation both for the party and the public opinion and he was found succesful enough to be appointed to work as the minister of national education in 1911. İsmail Hakkı Bey –pursuing closely the crisis of the Crete, Bulgaria and Bosnia-Herzegovina occuring after the declaration of Constitutional Monarchy in the Ottoman Empire- carried out very important evoluations about the Tripoli War and Balkan Wars. Apart from that he followed the developments occuring in Europe and the whole world closely. Also the internal political developments took place in his article according to the importance of the events. In this study, his aimed to reveal the events occuring in the world and both internal and foreign political developments the Ottoman Empire had between the years 1908 and 1913, by abiding by the articles İsmail Hakkı Bey wrote at the Tanin Newspaper which had a very important role for the Turkish press life.
