Abstract (EN)

Slow performance in bureaucratic structure, in some special lines it becomes so hard to make some of government?s functions with its classical power. Because of that such as banking, insurance, energy, communication, agriculture new institutions in some special areas are formed which named ?Independent Administrative Authorities.?Independent administrative authorities are different from the classical administrative units with their characteristics, functions, responsibilities, organizational structures, personnel and budgets. Also these authorities are specialist units in their collocation area.Banking is one of the most important areas of a country because banks are the basic units of financial system. So government has to regulate this but it?s necessary to have specialism to make regulation. So The Banking Regulation and Supervision Institution has built up.This thesis aims to summarize about independent administrative authorities and in light of the foregoing to give some information about The Banking Regulation and Supervision Institution.Keywords: Public administration, independent administrative authorities, special lines, regulation.
