Abstract (EN)
Historical environments, which are also necessitated to be protected before the law, are the utmost important areas in terms of transmitting the emotions, thoughts, social life and experiences of their own era to the present. The most important tool to protect these areas is planning; and the most important tool of planning studies in these areas is the development plans aiming protection. The purpose of this study is to reveal the positive and negative sides and the impacts of the construction decisions on the textural and cultural properties - which are due to be protected by examining the construction decisions outlined in all the plannings developed for Balbey district, which is of importance concerning its location and values; the protection targets of which have not been reached although it is taken under protection; which is currently a collapse area; and was determined as Urban Site Area and Interaction – Transition Area borderline with Cabinet Decree no. 1300 on 29.01.1992. Hence, the current study aims to be a guide for future studies and plannings by revealing to what extent these plannings protect our characteristic historical values or what kind of spatial changes they have caused. As a result of examining spatial changes in the target area of the current study based on planning, it has been found that the characteristic story height, the constructional functions and the organic road texture of the Urban Site Area are being protected at present. However, as a result of high-rise commercial block building decisions given in the planning decisions of Interaction-Transition are a located on the walls of the area, it has been discovered that these areas currently have 5/6-floor commercial buildings and these buildings unquailfy the Urban Site Area. Having examined the spatial changes in the examples of registered civil Architecture dealing with single construction-scaled spatial changes, the current study has revealed that 29% of the buildings have distorted plan schema, but protected the facade elements; the plan and facade features of 16% of the buildings are spoilt to a large extent; 3% were intervened by assemblyre solution appropriate for the plan decisions; 3% were demolished by assembly resolution; 4% were demolished because of other reasons, %3 are inactive and neglected; 5% keep its original plan and facade features and have no intervention.
