Discussions about theright of resistance agreed that this right was a last mean and positive lawapproved that right in unclear ways. Civil disobedience is relativelycompromises with the values of democratic state of law with elements ofillegality, nonviolance, openness and consciousness about endurance to crimeafter action in general frame of right of resistance. When a problem occurs insystem, it becomes tangible by an action as a way of participation to politics.With its historical and philosphical bases it reflects a intellectuel backlog.Conditions that defines the perceive and type of resistance differs in bothpolitical structure and current conjuncture. Thereby resistance type/level cannot be apart from time and place. Islamic principles and Islam thought alsoaffected the obedience and resistance to Ottoman State as sovereignity andjustice principles that inrherited from Turkish States. Despite ideal ofsustainabilty of state, Islamic obedience understanding and restrictions of landsystem resistance actions can not be prevented in Ottoman State. Discrepancy ofTurkish Republic period is the existance of civil disobedience practices after1980. Actionists partially gained a success with this new type of movements.
