Management of municipal economic prises

Municipal economic enterprises are the means that make the municipalservices more effective and faster. Therefore these enterprises, whose capitalbelongs to municipality, whose administration is designated by the municipality andwhose products are mostly bought by the municipality, should work continuously andeffectively.The history of Turkish municipal services is studied into four categories; singleparty period, 1945-1960 period, 1960-1980 period and 1980 and later period.Municipal economic enterprises can also be studied accordingly.In this study Municipal Economic Enterprises are examined in detail in terms oftheir features, law basis, the goal and the way of foundation, capital structures,employment and personnel structures, and management. The capital structures andcorporate shares of the 14 companies in Ankara Metropolis Municipality is studiedbased on 2004 data.Unlike our country some of the countries in the world don?t have a uniterystructure. Some countries like Germany, U.S.A, Canada and Switzerland are federalcountries. The national government of these countries constitute of the joint decisionof each state or cantons in direction of uniting. In such countries the localgovernments are controlled lesser by the central government. Therefore thestructure of the municipal economic enterprises is different than in our country. Theevaluation of the differences between the countries is very important in terms of theexamination and finding the most suitable management system.The foundation of the municipal economic enterprises should be limitedobjectively. These enterprises should work based on liberal economic rules. Politicalemployments should be curbed and experienced personnel should be employed.
