A Model proposal on agile management practices in municipalities

Globalization and new information technologies transformes the global economy and increase the expectations of individuals on social and economic transactions. The mission of producing services that are differentiating, diversifying and progressing towards smaller scales from the general society day by day is leading local governments to develop alternative processes and mechanisms to the traditional working structure. It is thought that the agile management perspective and methodology, which is accepted as the management strategy of the digital age, can make significant contributions to today's understanding of municipality in the process of creating value for citizens. In the study, an Agile Management Perception scale was developed that will help determine how ready the current structure and operation of municipalities are for the process of becoming agile. In addition, an agile project management organization model consisting of working teams based on citizen satisfaction, which aims to establish more accurate and faster communication with common sense that increases interaction channels with stakeholders, was proposed by utilizing the findings of the scale application carried out in metropolitan, provincial and district municipalities, academic studies on citizen satisfaction and service quality in local governments, legal bases, condition dependency theory, agile management principles, methods and field applications. Within the scope of the study, methods, evaluations and application suggestions were presented with a different perspective on today's municipality within the current and expanding structure of agile management literature and it is thought that it can make significant contributions to the introduction and implementation of the concept of agile municipality into Turkish literature.
