The state of the performance evaluation in municipalities: The case of Ümraniye Municipality

The most important factor in the management process, human resources management, which is an indispensable element of performance management and evaluation of municipalities in the implementation of the past, the changes from past to present, applications and legislation were evaluated and the current situation was analyzed. Historian method and survey methods were used during the study. This study on The State of Performance Assessment in Municipalities: The Case of Ümraniye Municipality is composed of four parts and the first part focuses on performance and performance management concepts. In the second chapter, the usage areas of the performance evaluation, its purpose, its benefits, the techniques used during performance evaluation and the problems encountered during performance evaluation are discussed. In the third section, the performance evaluation in public organizations, the reasons for measuring, the methods and techniques used in the measurement, the performance of the municipalities in the performance of the municipalities and the legislation regarding the evaluation of the personnel performance were tried to be explained. In the fourth section, 169 personnel working in Ümraniye Municipality were surveyed. The survey results were evaluated in SPSS Statistics 21 program.
