Preparation of performance plans in municipalities and an example of performance program of TESKI for fiscal year 2019

Today, factors such as technological, social developments and changing management styles have begun to affect many areas. The demands and needs of the citizens are also very and vary. Public institutions and organizations, like every institution, have to keep up with this change in the developing and changing world. Therefore, the management approaches of public institutions have started to adapt to the developments. Efficient use of resources, reducing costs, providing quality service in a short time with less effort, has become the objectives of public institutions. Vision, mission and objectives are being revised intended for these purposes accordingly. While the traditional methods are replaced with strategic management; the classical budgeting systems are being replaced with performance-based budgeting systems. Qualified, accountable, financial transparency management approach has been begun to adopt. This study focuses on the budgetary changes of the municipalities. The transition to performance-based budget systems and the adoption of performance-based management will be elaborated. Only annual plans are replaced by long-term plans considering the future. For this reason, five-year strategic plans are being studied. Through this thesis, Strategic Plan, Budgeting Process and Performance Program for TESKİ (General Directorate of Water and Sewerage Administration of Tekirdag) are detailed. The effects of these methods on the organization, which areas are improved as well as the effects on costs, quality and performance are tried to be determined.
