Abstract (EN)

Worldwide economical, political, cultural and societal changes and progresses definitely closely affect institutions in this era. At this point, concepts such as strategic thinking, strategic planning, strategic management not only affect private companies, but they also have a critical role in shaping future and creating rivalry tools. Municipalities which are evaluated as public bodies are institutions where strategic management have importance. During transition from conventional management vision to modern management vision, there have been some changes in municipalities and new regulations come into play. Expansion of responsibility areas of municipalities, increase in expectations of citizens from nunicipalities, variety of needs in modern life and increasing the satisfaction of citizens makes it compulsory to have a strategic management vision so that municipalities can facilitate decision process and provide services effectively and professionally and create long-term strategic plans. At this point, municipalities take advantage of affiliate companies to serve citizens quickly and effectively in its expanding responsibility areas and create a dynamism in all business processes. Affiliate companies help municipalities provide effective services in various responsibility areas of municipalities and be a strategic management tool during transition process of municipalities. In this study, importance and benefit of ISBAK Inc., which is an affiliate company of Istanbul Metropolitan Municipality, is examined for the strategic management process of Istanbul Metropolitan Municipality.
