Abstract (EN)

In this study, collective bargaining agreements signed between Istanbul Metropolitan Municipality, the biggest municipal organization of Turkey, and Belediye-Is / Hizmet-Is examined. Municipal workers can be organized in the "general services" economic activity. Belediye-İş and Hizmet-İş unions have the highest number of members in this field. The changes in the collective bargaining agreements over the years in terms of regulation of working conditions were evaluated. The evaluations have been dealt with in particular within the framework of changes in the laws, change of the authorized union and transformations in the management approach. Two methods, namely literature review and analysis of 17 collective bargaining agreements between IMM and Belediye-İş / Hizmet-İş covering the years 1986-2020 were used in the examination of the subject. As a result, it was seen that a significant portion of the provisions of the collective bargaining agreements regulating the working conditions were made in favor of the employees.
