Planning thought under uncertainty 'synergetic society-synergic administration and synergist planning model' case study: Chaos and self organization process after August 17. November 12. Earthquakes

The aim of this research is to develop a whollistic model for society trying tounderstand "uncertain and chaotic situations" for planning processes caused by rapidchanges and transfomations of societies.. For this aim, at the second chapter, thereis a corresponding research for an evaluation of social theories which consists ofhow social changes and transformations of societies have explained by them inhistory and how they can be diversified according to their basic ideas and theirschools of thought by their scientific knowledge (regulation and change) andparadigms (functionalist, interpretive, radical structuralist and radical humanist). Inthis framework, classical theories of evolutionism and organism have been tried toevaluate and they have been setled at the center because of their whollistic point ofview. At the third chapter, reflections of social theories on planning history havebeen tried to evaluate with relations of socio-economic and political systems:rationalist planning, anarchist planning movements have been analyzed. "The modelof synergetic society" which has been developed at the fourth chapter, have beeninterpreted a new version of classical theories of evolutionism and organism in thisframework with the wholistic point of view. At the fourth chapter, for understandingthe meaning of "uncertainty", "theories of chaos, self -organization and synergetics"like "sciences of uncertainty" have been analyzed. with determination of basicprinciples of self - organization and synergetics which could be adapted to thesociety and at the end of this section "the model of synergetic society" have beendeveloped. At the fifth chapter, to see how this model works, the chaotic situationswhich have been existed after earthquakes of August 17th and November 12th 1999and help processes have been tried to search and evaluate.
