133 ABSTRACT The advances in science and technology have made the duties easier to be carried out. Calculation methods, writing rules, presentation of products, communication manners, and etc., have completely changed as the computers joined into the daily life. As time passed, computing and communication technologies have become first in the professional life. It has been made possible for computers to communicate to themselves and humans as it has been realized that the computer usage makes the job simpler. Computers has come into a shape so that they, too, can communicate with other computers, transfer desired messages, and deliver data to another computer, same as the communication between humans. There have been various effects on the office concept, environment and personnel because of the correspondence of computers, the way of their communicating and functioning. What these effects are has been tried to be revealed upon the poll applied to the personnel working in the administrative units of rectorates of the universities located in Ankara. In the first section of this study, the concept of information resources and communication networks; in the second section, the office concept, computer communication networks and its use in office management, the positive and negative effects of the improvements in the computer communication networks on the office workers and the office environment have been determined. With the field search, how office workers have been affected in the "training, becoming an expert, working conditions, psychological and sociological conditions, income conditions" subjects under the computer communication networks. tass^884
