Abstract (EN)

ABSTRACTThis study aims to evaluate the computer technologies, the application domain of thesetechnologies, adaptation of users and the problems which are confronted in National Police. Thestudy is based on the implementation of a questionnaire, consisting of 37 questions, to the staff ofNational Police Organization working in Ankara. The adaptation of the users and the problems areexplored and measured from the point of view of various demographic parameters.The first chapter describes the definition and evolution of information technologies, featuresof hardware and software structures building up this technology. In the second chapter, leadingtechnologies running in National Police Organization are introduced to give a brief opinion. ChapterThird covers the questionnaire study on adaptation of the users to information technologies and theassessment of the results of hyphothesis? asserted by the outcomes of the questionnaire.Some quintessential outcomes provided by the study;Most of the participants have personal computer usage capability at upper/intermediate leveland most of them use computer everyday. More than half of the participants have attended to thecourses held within organization. These courses are on profession-based software programs andgeneral computer knowledge. 97.5 percent of the participants agree with that informationtechnologies are required to reach the performance and the quality in National Police. It is ascertainedthat the greater the departments use information technologies, the less amount of personnel they need,and have considerable increase in their work processes in speed. Most of them agree with remarkablecost of information technologies. Therefore, pursuing and implementing the state-of-the-arttechnologies cannot be achieved smoothly. Keeping this problem in mind, the physical infrastructure(computers and networks) of National Police Organization, physical features of the computers,confronting with problems very often, not being able to response to these problems on time, andbeing dependent to other organizations are thought of as major problems by participants.It is ascertained that ages and genders of the personnels, participating to the questionnaire, donot differentiate in terms of knowledge and usage of information technologies. However, it isascertained that professional ranks and experiences of the personnels, participating to thequestionnaire, differentiate in terms of knowledge and usage of information technologies. Theexistence of the differences between the problems, encountered by the users, and their ages and theirprofessional experiences has been revealed in this study. It is also determined that requirement forinformation technologies for the sake of increase in performance and quality in the processes ofNational Police Organization and professional ranks do not differentiate.The Conclusion and Suggestion Chapter at the end of the study expands the assessmentsmentioned above in detail.
