The remarks of teachers, students, administrators, and expert psychological counselors in relation to effectiveness and functionality the centers of science and art

In an era in which improving occurs in every field of life rapidly, the states construct their policies to keep pace with this rapidity. To train the individuals who have the potential of being administrators and leaders of the future is the greatest investment that a state will do for its future. The education policies devoted to this aim give great importance to the education of gifted and talented students. The Centers of Science and Art are the foundations that were founded to educate gifted and talented students and are related to The Ministry of Education. The aim of this study is to designate the effectiveness and functionality of The Centers of Science and Art. The study has been carried out on the students attended in The Center of Science and Art in Elazığ City Centre in 2014-2015 academic year, the administrators and the teachers working in the center in the same academic year, and the expert psychological counselors working in Elazığ Counseling and Research Center. Qualitative research pattern has been used in the study. To analyze the data, N-Vivo 11 has been used. According to the analyses carried out, it has been made out that there are deficiencies in the process to identify gifted and talented students, the activities related to the applied education programs should be developed in some aspects, attending the formal training and BİLSEM at the same time creates problems for students and they face with some absence rate problems, the physical conditions of BİLSEM are inadequate in some aspects, and there are some communication problems between BİLSEM and parents.
