Examination of cybercrimes in terms of expert practices

ABSTRACT In today's techology world, we're experiencing the fastest progress and change in the use of information systems. So we are observing that in this time of our existence, the virtual world has become a force capable of determining the fate of all mankind alone. Although this effect has many facets and angles, it makes us feel its presence most actively in the way of the criminal acts of humanity. In the future, unfortunately, it will continue to make the impression of increasing its severity. It is imperative to take precautions and sanctions quickly and effectively against this progress. In our work; firstly, the concepts of computer and computer systems and the crimes committed in the field of information were explained. Then, explanations were made in terms of definitions and legal regulations. After the concept of internet and its elements were mentioned, crimes committed through internet were examined. After evaluating the types of crime, the concept of forensic computing, has been examined on the fields of work and the stages of the thesis. The legislative informal arrangements and expertise practices in our legislation have been mentioned. In this context; the expert service files between the years 2009 -2011, which are given by The Council Of Forensic Medicine has examined by using statistical method. In particular, the increase in the crime in this process and criminal profile, whether the crime type requires technical knowledge, the type of crime, violated rights and losses, the place where the crime committed, such as the material used in the findings of the distribution, the number of appraisal, the authority to which the file was sent, whether the service could be provided and the reason for not being able to provide service were determined and evaluated. At the same time, it has been tried to point out the issues that need improvement in the field of forensic practice. Numerical data belonging to the files submitted to The Council Of Forensic Medicine between 2012- 2016 for the request of forensic expertise were added to these statistics. In addition, due to the fact that the demand for official expertise on judicial informatics in the public prosecutor's offices and courts after the coup attempt on July 15, 2016; numerical data of expert files which are included in The Council Of Forensic Medicine Department in 2017-2018 were added. In this way; the aim of this study is to determine the increase in the demand for forensic expertise, which was last for a period of 10 years covering 2009 – 2018. Our desire is to be able to provide meaningful results with the data that our work reveals, but also to be able to take into account the increase in crime, and in particular to improve the practice of expertise and to generate ideas for the identification and characterization of the essential requirements for healthy execution of these services.
