Transformation in public institutions in information technology and technology management process: Analysis of metropolitan municipalities in Turkey in terms of municipality

The world has entered a transformation process in many areas with globalization. The developments that started with globalization in information technologies have also affected the public institutions that use these technologies; It has enabled the formation of the concept of e-government and e-municipalism, which is the reflection of this concept on local governments. In order to determine whether the concept of e-municipality has been adapted from local governments to metropolitan municipalities, whether it is only providing information or promoting local governments, or whether it is to provide the service that citizens want to benefit from in the most accurate way in accordance with its main purpose, the competence levels of metropolitan municipalities in this regard were examined with the content analysis technique. . In this study, the websites of 30 metropolitan municipalities in Turkey are analyzed according to 10 main criteria and 98 sub-criteria depending on these criteria and it is aimed to determine the competence levels of the metropolitan municipalities within the scope of e-municipality. Considering the data obtained at the end of the study, it is seen that most of the websites recently created by metropolitan municipalities regarding e-municipality are sufficient and suggestions have been made to metropolitan municipalities on issues where there are deficiencies.
