Abstract (EN)

Turkey is characterized by a geologically young formation, which positions a large portion of the country, in terms of both structural density and population, within earthquake-prone zones. In anticipation of potential major earthquakes, there is a pressing need to implement more effective and expeditious solutions concerning pre-earthquake precautionary measures. The aging building stock, many of which were constructed without adequate engineering oversight, necessitates the prompt evaluation of these structures. However, challenges such as budgetary constraints, a shortage of qualified technical personnel, and legal obligations impede the technical and structural analysis of these older buildings. To overcome these challenges, the development of regional risk maps and the timely identification and subsequent transformation of these structures have become indispensable. In this study, a total of 318 structures, including 163 reinforced concrete and 155 masonry buildings, were analyzed using simplified methods for determining regional risk distribution, as outlined in the Principles for Identifying Risky Structures under the Implementation Regulation of Law No. 6306 on the Transformation of Areas Under Disaster Risk. The analysis revealed that, among the 163 reinforced concrete structures, 81 were classified as high-risk, 40 as low-risk, and 42 as non-risk. Similarly, among the 155 masonry buildings, 26 were identified as high-risk, 72 as low-risk, and 57 as non-risk. In conclusion, it is recommended that additional distinguishing parameters be incorporated into the current framework used for comparative risk assessment of buildings.
