Abstract (EN)

ABSTRACT In the context of his life and career, the contribution of Cevat Açıkalın, who is one of the important names of the Turkish Foreign policy from the establishment of the Republic of Turkey to the 1960's, to the Turkish foreign policy constitutes the main theme of the thesis work. Born as a child of Ali Cevad Bey who was a bureaucrat working in senior posts in the last period of the Ottoman Empire, (Muhittin Mehmet) Cevat Açıkalın, after receiving a bachelor's degree from the law faculty of Geneva, started his career by working as the secretary of the Consulate General of Geneva. In 1922, he was assigned to the Lausanne Conference. From the year of 1924 on, He served; as secretary and legal adviser in the capitals of Warsaw, Kabul, Prague, Belgrade, Tehran and Moscow, as legal adviser and the chief of the private cabinet of the Secretary-General of the Ministry of Foreign Affairs, in the Capital. In 1938, with the approval of Atatürk, He was appointed as Envoy Extraordinary of Hatay. Won by a diplomatic victory without resorting to an armed conflict, Açıkalın made significant contributions on the annexation of Hatay to Turkey. In 1939, He took part in the Turkish delegation of Foreign Minister Şükrü Saraçoğlu's visit to Moscow, in which the negotiations have a turning point feature on Turkish-Soviet relations. After starting of World War II, in 1940, by appointing as the Deputy Secretary General of the Ministry of Foreign Affairs, He became one of the closest co-workers of İsmet İnönü who is a foreign policy master. In 1943, He was assigned as ambassador to Soviet Union, a country against which Turkey is the most sensitive in its external relations. As a diplomat assigned to prepare the substructure of Adana and Cairo negotiations held during the most critical period of war, enabled Allies to understand of Turkey's political stance. After 1950, he was in charge of the Embassy of London, Secretary General of the Ministry of Foreign Affairs and finally, the Rome Embassy as ambassador. In 1961, he was among the fifteen senators of Republican Senate, appointed by the President. Keeping Cevat Açıkalın active in four different periods of power (Atatürk, İnönü, Menderes and after the year of 1961) is a good example of the continuity of the Turkish foreign policy, showing that it can no to be shaped according to political gain and is not an area where populist steps have not been taken motivated by various concerns.
