The evaluation of the Housing Development Administration (HDA) as a public policy actor

The Housing Development Administration (HDA), which was founded in 1984 and which has ever since been related with neoliberalism, is investigated with regard to two main periods that are parallel to the historical development of neoliberalism. Among the housing policy instruments used in both periods by HDA as a public policy actor, there are credit and direct housing production. In the first period between 1984-2002, the major public policy instrument employed by HDA is the credit provided mainly to the housing cooperatives. The second period which covers the years after 2003 is essentially based on the preference to directly produce houses as the main public policy instrument. The large span of power, duty and responsibilities that HDA acquired in the second period including 2003 and the following, as well as HDA's role in neoliberal policies being implemented in housing sector are taken into consideration with regard to changes in legislation and data. Within the framework of the study, the relationship between neoliberalism and HDA is taken as a whole to serve as a contribution to existing literature. It has been concluded that the change in main public policy instruments being utilized is parallel to the change in the role of the state in market affairs during the Post-Washington consensus period of neoliberalism.
