Abstract (EN)

X ABSTRACT He was born in Canakkale-Turkey in the year of 1883. He was a diplomat and politician. He worked as a Foreign Affairs Minister for a long time during the early years of the republic. He had a very important role by the development of foreign affairs and politics of The Turkish Republic. He graduated the Beirut Medical school. He worked as a military doctor in the various parts of the empire. He became a member of The Committee of Union and Ptogress. He entered first as the deputy of the Menteşe city to The TBMM-Turkish National Assembly (1920). During The Turkish War of Independence, he worked in the Independence Court of Kastamonu. He had been sent to USSR for the inspection of Bolshevism. After his return, he undertook a mission as a founder member in The Turkish Communist Party, upon the request of Mustafa Kemal. Then, he became the deputy of Izmir city in the year of 1923. He had been appointed as Foreign Affairs Minister in the government of Ismet Pasha in the year of 1925. He undertook the same duty within the goverments of Ismet Inonu and Celal Bayar between the dates of 1925 and 1938 for 13 years. Within this period, he considered importance for the development of the Turk- Soviet frienship. He undersigned a neutrality and nonaggression agreement with USSR and the Soviet thesis regarding the total disarmament had been supported in the year of 1928. While the Turk-Soviet friendship had been defended, in the meanttime, the relations with the other western countries had been established in 1930's. In addition, Aras also tried to improve the cofiicts in the Balkan. He had a very important and effective role by the enabling of the approach with Greece in 1930, and in the Balkan conferrences between the dates of 1929 and 1933, and by the establishing of the Balkan Pact. He performad. important speeches against the hegemonism of the big countries among the international meetings. During the illness of Atatürk, he took place qithin the group, who were against Inonu. While Inonu became the president, Inonu did not want him to take a duty within the new government. He had been appointed to the duty as Embassador in London inXI the year of 1939. He had been retired in 1943. Starting from the 1944, he proposed to establish cooperation with the allies and to come an agreement with USSR. He supported the Democratic Party (DP), because he qas against Inonu. In the same year, he, together with some persons such as Fevzi Çakmak and Zekeriya Sertel, established The Human Rights Association, where was attacked as it was called as "leflist" later. He took the duty of the chairmanship of the administration comittee of Is Bankası between the years of 1952 and 1959. He supported The New Turkey Party after 1960, but he did not enter into the active politic. Tevfik Rustu Aras have died in the year of 1972.
