Abstract (EN)

The conceptualization of governance, which was firstly used in a report of the World Bank about Sub-Saharan Africa in 1989, has been more frequently employed in the age of neo-liberalism. At first hand, the term made positive implications within the context of collective management, multi-actors and participation. These positive implications facilitated the acceptance of the conceptualization. The people who formulated or accepted the term regarded the governance as a new kind of administrative form within the context of dialogue, negotiation and reconciliation. However, the claims of the governance which aim to regulate the political space through the defined actors and prescribed mechanism should be seriously examined. In this regard, this study aims to comprehend the governance within the framework of the critical investigation of its claims.At first, the emergence process of the governance was discussed in order to understand this conceptualization. The social welfare state practices and neo-liberal age of the world capitalist system were handled substantially for this aim. Then, the term of governance was scrutinized within the framework of the four analysis points which were corporatism, the decomposition of political space and economic space, state and democracy. Thus, this study not only aimed to understand the governance descriptively, but also intended to make contribution to the current discussion points and to provide material for new discussions through an original rapprochement.This study asserts that the governance can not be analyzed without the world capitalist system. In other words, it emphasizes that there is a crucial relation between the governance and capitalist system. The governance is a political program which aims to maintain the process of capital accumulation on the basis of particular mystifications.
