Approachs of goverment and opposition to concept of ?İttihad-i Anasir (Pan-Ottomanism)? as a upper indentity project (1908-1913)

Modernization fact is the driving force in the emergence of nation-states in Europe. However it brings to the body ?Ottoman upper-identity? in the Ottoman Empire and has resulted in the creation an ?identity? for government which gradually began to take an image piece. This is subject of the first part of this research. Tried to be detailed subject in the second part of this research is that the Committee of Union and Progress by means of ?ittihad-ı anasır? (pan-ottomanism) fact trying to realized to unity of nations and to construct of ?Ottoman Nation?. The last part has been shaped with the help of discussions. This discussions are concerned with interpretation loaded upon ?ittihad-ı anasır? of the Committee of Union and Progress and opposition elements.Discussions reflected to parliament, news and articles taking part to supporter and opposite press have been simplified our opinion about the the public?s reflections of these. The nationalism developing among nations on the identity discussions in the Ottoman Empire have determined the attitude of the goverment and oppositions. Today sub-identity and upper-identity matters discussing within the phenomenon globalisation is clearly seen in the Ottoman Empire too.
