One of the most important turning points in world political history in the 1980s, the USSR began to disintegrate, November 9, 1989, almost a symbol of the Cold War, the collapse of the Berlin Wall changed the global balance in favor of the West and the United States. West and the United States, the world's liberal democratic system is now generally accepted as the single dominant political model to spread to other countries and dominate the strategic goal of making the "New World Order" They had to implement tactical project.After the Ottoman administration in the Middle East, could not find peace of mind for a long time, so for the New World Order project in the United States and the West has been the most important field of application. Iraq on the other hand, the face of stability not seen for many years, dealing with the demands of separatist Kurdish groups in northern Iraq if political authority has been subject to a continuous chain of pulses.
