Abstract (EN)
Biotechnology is among the main technology systems that will shape the future in general. There is intense competition among countries to have a say in the future and countries are making strategic plans for biotechnology. Biotechnology also serves sustainable development. The economic literature on science, technology and innovation develops on the concept of innovation systems within the framework of evolutionary economics. Innovation systems can be analyzed at national, regional, technological and sectoral levels. The necessity of an active public intervention in science and technology policies constitutes the main perspective of the thesis. As a sectoral innovation system, the biotechnology innovation system is among the subjects that have not been adequately examined in the literature. In this study, the factors determining the dependent variables representing innovation in the biotechnology sectoral innovation system in selected OECD member countries are analysed by panel data analysis. In this context, four different models were constructed and the variables affecting the dependent variables in these models were put forward. In the study, in the framework of the results of the panel data analysis, inferences have been made regarding the public intervention in the biotechnology sectoral innovation system.
