Performance evaluation of Boyalıca pumping irrigation

This study was conducted to evaluate the performance of Boyalıca Pumped Irrigation in Bursa Iznik between the years 2016-2020. The study area has 4035 ha of agricultural land. Iznik Ova köyleri Irrigation Union took over the management in 2004 to operate the Boyalıca Pumped Irrigation Facilities, which was put into operation by the State Hydraulic Works I. Regional Directorate. In the performance evaluation, an indicator set under three main headings as water use efficiency, financial efficiency and agricultural production efficiency recommended by the International Technology and Research Program in Irrigation and Drainage (IPTRID) was used. According to the average results of water use efficiency indicators, the irrigation rate is 63.2%, the annual water supply rate is 0.71, the annual amount of irrigation water delivered to the irrigated unit area is 7317 m3 ha-1, the annual amount of irrigation water delivered to the irrigation unit area is 4644 m3 ha-1 has been determined. The results obtained show that the irrigation network is insufficient in terms of water use efficiency. When the average results in terms of financial efficiency are examined, the ratio of maintenance cost to income is 47%, the collection rate is 95.5%, the total operating-maintenance-management cost per unit area is 752 TL ha-1, the average income is 0.22 TL for the total irrigation water delivered to the users. The coverage ratio of the expenses in the work area is 46.7%, and it is seen that an expenditure close to the limits specified in the legislation (at least 30%) is made. These results show that the revenue is more than the expense in Boyalıca pumped irrigation and the collection is sufficient to cover the operating and maintenance costs. According to the average results of agricultural production efficiency, the equivalent gross production value of the irrigation area is 3859,24$ ha-1, the equivalent gross production value of the actually irrigated area is 6088,1$ ha-1 and the equivalent gross production value for the diverted unit irrigation water is 0,86$ m-1.
