Evaluation of feasibility studies of transportation projects in turkey with fuzzy multi-criteria decision-making methods

Abstract (EN)
Transportation investment projects are a unique development tool in the economic growth of countries. During the evaluation phase of transportation investments, it should be examined from many aspects, including technical, economic and financial. Prepared feasibility studies; it enables identify objectives of investment, to identify the problems that can be seen at all phases of the projects and to see the benefits that will be ensured if the investment is realized. In this study, a model consisting of integration multi-criteria decision-making techniques is suggested in the evaluation and selection of feasibility studies, which information should be included in respect to the content of the feasibility studies of transportation investments in Turkey. A three-stage model has been developed. In Stage 1, criteria and alternatives are determined. In Stage 2, the Best-Worst Method, a weighting method, was used to identify importance levels of the criteria. In Stage 3, a multi-criteria fuzzy evaluation method is suggested by using the weighted criteria fuzzy TOPSIS and fuzzy VIKOR methods. Current projects have been identified as alternatives to indicate the efficiency of the recommended process. With the study, it was concluded that economy, technology and transportation are more effective criteria in the evaluation of feasibility studies.
