Abstract (EN)

The Syrian civil war, which has lasted for nine years, has triggered the biggest refu-gee crisis since the Second World War. In addition to Turkey, which took in at least three and a half million Syrian refugees, Germany is also home to a Syrian refugee community of several hundred thousand people. Because of this similar situation and the historical and current mutual importance of Turkey and Germany, this thesis compares the situation of the Syrians in both countries. In the 1990s Turkey had expe-rienced large refugee flows with the Bulgarian-Turkish emigrants and the Kurdish refugees from the Gulf Wars, just as Germany had experienced large flows of refu-gees from the Bosnian war. In order to draw a clearer and broader picture, these his-torical refugee movements are therefore compared as well to identify developments and constants in the respective refugee policies. The work is based primarily on cur-rent research publications and, for current developments in the Syrian context, also on journalistic articles. This work, which is mainly based on the analysis of current research publications and, for current developments in the Syrian context, on newspaper articles, shows the ef-fects of domestic policy and foreign actors as well as factors in the fields of culture, security and economy on the shaping of Turkish and German refugee policy.It is also shown that, due to its direct neighbourhood to hot spots of conflict, the Turkish bor-der protection is much more developed than that of the Federal Republic of Germany, which instead relies on the secured EU's external border and contractual ties. Fur-thermore, it is discussed that for several reasons, Turkish reception and care of differ-ent groups varied, while the German procedure was similar in both analysed precipi-tates.. Furthermore, it is shown that both states have a selective interest in the better educated refugees. The last important point concerns the long-term plans with the refugees. It was shown, that Germany pursued a similar policy with regard to Bosnian and Syrian refugees, while Turkey saw major differences in dealing with Bulgarian-Turkish repatriates and the other refugee flows.
