Abstract (EN)

Integrated Border Management concept as a main element of European Union?s single market, security, justify and freedom area has been recognized associated with object of free movement of people and goods. Through abolished internal borders in European Union on the purpose of providing security in high level and to promoting migration flows generated integrated border management based upon coordination and cooperation with all group or individuals related to border management. In 2004 by means of the Union enlargement against the border challenges to guarantee the security of new member states in Schengen system on the purpose of solving organisational, personnel, instrument and budget problems as well protecting the external borders by generating Common Europe Guard Corps in contrast to Europe fortress integrated border management targeting implementation objective not only in European borders but also non- Europe countries.In the first chapter, submitted framework of European Union substance against new threats generated with globalization related, evaluated the responsibility of European Union while providing the security and by conceiving related processes of integrated border management evaluated the integrated border management improvement.In the second chapter, emphasized the concept of integrated border management, elements, rules, and measures and implementing challenges.In the third chapter, conceiving the borders of Turkey with regards to geopolitical position examined implementing phase of integrated border management, basis and strategical burden sharing, challenges and strategic targets.In the conclusion chapter; evaluating European border management policy innovations and criticisms regarding to integrated border management at adjustment process and enhanced an analysis for Turkey.Keywords: Integrated Border Management, European Union, Schengen, Turkey
