Abstract (EN)
Otoman Empire, who was exposed to great damages in the left with the new destructions from World War I. Anatolian people who rise to its old power with the national struggle under the umbrella of a new state, had done the impossible in this process. Izmir was occupied by the Greeks on May 15, 1919 and Anatolian people continued their work with a great commitment to achieve unity. As a result uf this effort, favourite Anatolian?s, was saved from invasion on 9 September 1922. However, this liberation brought a new and great disaster: on 13 September 1922 the city began to burn.The disaster began in the center of Izmir spread rapidly with the effect of wind and contunied expanding from day to day. The fire ceased after so many days. Izmir houses which are wooden and built so close to each other burned easily. In addition to homes, offices and a lot of public and private buildings burned. Izmir people, who was homeless now, had fallen into trouble ?a place to put their head? just as they would live the joy of salvation.A serious housing crisis had begun and the city had entered the process of rebuilding. Buildings destroyed during the fire would be repaired and the new ones would built as a replacement for those burnt completely. But this process would take a long time. The most important reason fort his process to be so long was insuffiency of city?s and state?s current budget. In addition to this problem, in the years following the fire, Turkey had run into a new political issue: the Exchange. Like any other regions of Turkey, emigrants were tobe brought and settled in burnt Izmir. Apart from these emmigrants, refugees and emigress were also coming to city. Abode how can the newcomers settle to the homes which are not enough for city?s people? In the years following fire, a new one was added to Izmir?s deep troubles. People who had housing problem and some certain groups including some state officiers had started to setle into the buildings rest. from thoses of non Muslim evacuated the city during independence war. While the ?Abondored Belongings? stil exists, one more problem was added to this process unjust occupation. A few years later, when the 1929 World Econical Depression started to influence Izmir, it became so hard to buy imported materials especialy used in the construction.The resignation of municipal officials also had a negative impact on the restructuring process. On the other hand a long debate, ? Is state or city?s authorities liability greather to overcome housing problem?? was on the press and parliament about the unpleasant situation they are taken in, Autherities were continuoing to work on the city?s housing needs far? Brought and city?s development paln was being prepared. These palns would vary according to competence and professional competence of planners.Firstly, housing problem was tried to overcome in Izmir. Priority was given in many issues to those came with the exchange. These priorities sometimes despaired aggrieveds than fire Izmir?s housing problem which continued until the end of 1940?s, has undergone a change in terms of structre between 1950 and 1970. After 1970?s, slum house to home increased panallel to human?s need and modern structure acconpanied it. But, a kind of structure style peculiar to Izmir had been developed after the fire in 1922 and it had continued until 1950?s.
