The impacts of political party ideologies on the metropolitan municipalities educational and cultural services

Following the addition of a lot of services to the classical functions ranging from domestic and foreign security, justice to diplomacy, the central administration has become unable to serve in an active and productive manner. Educational services are regarded among the principal functions of the state. In time, the state granted the private institutions the permission to operate in this field by retaining its right of control. This development can be viewed as an important step in the process of localization of educational and cultural services. Under the current regulations, metropolitan municipalities are held responsible for the running of some educational and cultural services. Nevertheless, the municipalities are not entitled to run full-time school educational services. Although not labelled as the primary activities of metropolitan municipalities these services are carried on in the fields of "public training", "culture and art", sou. "support to full-time school education ". Administrative and political corruption is widespread in Turkish Political Administrative System. The types of corruption such as "nepotism", "political favouritism", "service favouritism" and "suvasion" may also be witnessed in the educational and cultural services of metropolitan municipalities. Besides institutional measures, the application of moral rules is accepted as an important remedy in removing these kinds of corruption that diminished the power of local democracies. It is seen that the ideologies of political parties have found their way to enter into the educational and cultural services of metropolitan municipalities. Although to the certain extent this is plausible, these applications should both be based on the services policy that will not bring about favouritism and comform to the principles of local democracy such as "democratic attitude", "social justice", "transparency" and "neutrality".
