Evaluation of drug addiction prevention efforts by metropolitan municipalities

Drug addiction is considered a significant problem that needs to be addressed in today's world. Many countries around the world are engaged in efforts to combat drug addiction. In Turkey, important initiatives are being carried out to prevent and treat drug addiction. The fight against drug addiction involves various activities, including central government social programs, as well as local and municipal governments, non-governmental organizations, and voluntary services. As a result of these collective efforts, drug addiction is being tackled through various interventions. Recognizing the importance of preventive and protective services, general intervention programs have been directed towards this field. Consequently, addressing drug addiction requires a multifaceted approach involving numerous interventions. This research focuses on evaluating the efforts made by metropolitan municipalities in the fight against drug addiction. In this regard, literature from various languages was reviewed electronically, and both qualitative and quantitative data were analyzed. Academic studies, scientific articles, books, written and visual media documents, statistical data, and evaluation results from public institutions and civil society organizations were utilized in the research. Metropolitan municipalities' annual activity reports, websites, and information platforms were scrutinized, and content analyses were meticulously conducted, with relevant information incorporated into the study. The research found that several metropolitan municipalities have undertaken multiple initiatives related to preventive and protective measures against drug addiction. However, there were deficiencies in the areas of treatment and post-treatment social integration and rehabilitation services, and limited support activities were provided for treatment. The study revealed that metropolitan municipalities' efforts to combat drug addiction are often aligned with central government policies and public institutions. Activities at the local level are largely carried out by voluntary organizations, with metropolitan municipalities taking a backseat in addressing the issue of drug addiction.
