The relationships between metropolitan municipality and metropolitandistrict municipality in the example of Hatay

There are 3 types of local government units which are specified in the constitution of 1982. These are provincial special administrations, municipalities and bourgs (villages). When it comes to the management of the municipalities which are specified in the constitution as second local governmental unit and the basis of our study, there are two types of municipalities; Municipality and Metropolitan Munici-pality. Municipalities are classified as provinces, districts and towns. The other one is metropolitan municipalities which are only formed in metropolises. Since their foun-dation in 1984, Metropolitan municipalities have been the most dynamic local gov-ernments which are growing and spreading in a faster way in our country. Within years the metropolitan municipalities adapted to the conditions of the era with vari-ous reforms. The most important and radical of these reforms which are prepared in a combined approach and made in the context of local governments was the law dated 06/12/2006 and numbered 6360. This law formed a new model for metropolitan mu-nicipalities and nearly 77% of the population of Turkey and 51% of surface area started to be managed with this law. In the content of this thesis; it is intended to present the concept of mu-nicipality, management of municipality and the historical development and general information about management of metropolitan municipalities in the first chapter. In the second chapter, it is referred to the structure of organization of metropolitan mu-nicipalities and metropolitan district municipalities and the relationship between these municipalities. In the last chapter, it is handled that the model of Hatay Metropolitan Municipality, the changes and problems that come with the new model and the relationship between Hatay Metropolitan Municipality and district municipalities.
