Evaluation of the change in service quality in the villages who have been removed as legal entities on the borders of the metropolitan municipality: Example of the Metropolitan Municipality of Kocaeli

Villages are settlements that have emerged as a result of people needing to live together. For this reason, the villages have a historically deep history. It is important to show the change that the villages with a long history have undergone in the historical process in order to understand the current situation. In the first part of this work, which aims to discuss the current state of affairs over the values that the villages have, the changes in the village fact and the villagers in the historical process have been included in the first part.Here especially focused on village administrations in the Ottoman Empire and the Republic of Turkey. In the second part of the study, it was discussed how the villages who had been removed as legal entities by the Regulation No. 6360 expressed their meaning in terms of localization and optimal size. In this discussion, international arrangements and various evaluations were given.When the current situation of the villages is evaluated, the changes that the concept of globalization has created on the earth have been mentioned and the features that the villages have in terms of local democracy are mentioned. In the third part of the study, a field study was carried out in the villages located on the borders of Kocaeli Metropolitan Municipality and removed from legal entity in order to make the present situation of the removed villages understandable.Neighborhood settlements have also been included in the assessment to allow comparison in the field survey. In the conclusion part of the study, together with the general valuations made as a result of the field survey, a solution proposal for the problems of the villages was tried to be presented.
