Restructuring in metropolitan municipality management (The case of Izmir)

In 2004 Metropolitan Government Law numbered 5216 has been enacted relative to the management of metropolitan areas. In fact, this legal arrangement which is part of the restructuring process in public government also has been enacted as part of the regionalism process in metropolitan areas and metropolitan governance approaches. However, from the aspect of governance approaches the law numbered 5216 carries various conflicts and uncertainties. Within this reasearch, it has been argued that the legal arrangement carries problematic frontier determinations from the aspect of funcitonality criteria; problems relative to the efficiency, frontiers and incomes of the municipalities from the aspect of metropolitan governance; assignment and authorization complexities; inbalances of authorization in planning; uncertainties relative to the sustainability principals and participation in planning. This study has evaluated the Metropolitan Municipality Government Law numbered 5216 especially from the aspect of local district municipaliteis
