Abstract (EN)
The ecological crisis has been the subject of discourse, scientific reports, and activist movements since the 1970s in particular, and political agendas have been quick to take it on board. World conferences were held with the participation of states, supra-state institutions and transnational capitalist class corporations, and the emerging solution was the commodification of the crisis through the creation of carbon markets, green technologies, and the imposition of sustainable development programs with the opening of developing countries to foreign investment and debt processes. The explanation proposed to justify these measures identifies the linear economy of take-make-dispose as the one responsible for the crisis and foresees the installation of a circular economy that consists in implementing a closed system of production-consumption by making recyclable waste, including packaging waste, the new raw materials through the recycling industry. Having lost its value to the trash, packaging waste is thus revalued. We hypothesize in this study that this process is in fact a new response to the constant crises of overaccumulation of the capitalist mode of production and this revalorization of waste participates in a new form of accumulation: accumulation by reanimation. Since this is a global economic order, the participation of developing countries in the global recycling industry is done through trial and error in order to find the most profitable form of this mode of production. It is in this sense that analyzing the organization of the work of the waste pickers, the position they have been assigned on the matrix of class relations in the metropolis of Istanbul aims to show the articulation of Turkey to this order of the global 'ecological' economy. La crise écologique est l'objet des discours, des rapports scientifiques et des mouvements activistes depuis notamment les années 1970 et les programmes politiques n'ont pas tardé à la prendre en compte. Les conférences mondiales ont eu lieu avec la participation des États, des institutions supra étatiques et des entreprises de la classe capitaliste transnationale et la solution sortante était la marchandisation de la crise par la création des marchés de carbone, des technologiques vertes et l'imposition des programmes de développement durable avec l'ouverture des pays en développement aux investissements étrangers et les procédés d'endettement. L'explication proposée pour justifier ces mesures identifie l'économie linéaire de fabriquer-consommer-jeter comme la responsable de la crise et prévoit l'installation d'une économie circulaire qui consiste à mettre en œuvre un système clos de production-consommation en faisant des déchets recyclables, dont les déchets d'emballages, les nouvelles matières premières à travers l'industrie de recyclage. Ayant perdu sa valeur jusqu'aux poubelles, les déchets d'emballages sont ainsi revalorisés. Nous faisons l'hypothèse dans cette étude que ce procédé est en fait une nouvelle réponse aux crises constantes de suraccumulation du mode de production capitaliste et cette revalorisation des déchets participe à une nouvelle forme d'accumulation : l'accumulation par réanimation. Puisqu'il s'agit d'un ordre économique mondial, la participation des pays en développement à l'industrie globale de recyclage se fait par des essais-échecs visant à retrouver la forme la plus profitable à ce mode de production. C'est en ce sens qu'analyser l'organisation du travail des récupérateurs des déchets, la position qui leur ont attribuée sur la matrice des rapports de classe à la métropole d'Istanbul vise à montrer l'articulation de la Turquie à cet ordre de l'économie 'écologique' mondial.
