Envkonmental Impact Assessment regulation related to the Environment Law aim to measures against land use problems of plans.But aim of research prepare a comprehensive planning which has environmental sensitivity., because environmental impact assessment based on eliminate negative effects of plan decision. Proposal methods include probality of social and economical aspects. Rational location decisions with new planning begin at the upper scala. Also,it consist both of natural and social environ.This new planning approach demand expert team.This team evoluate the maps coming from planet This research has a method for this aims.
