Assessment of pollution of the environment in terms of aggregation and "Non bis in idem" principle

In our study, the reason we discuss the legal basis of sanctions to be applied against acts of environmental pollution is due to different opinions on this issue. In the context of the decriminalization trend, there have been discussions about subjecting misdemeanors to administrative sanctions, foreseeing different rules of aggregration than those in criminal law and how to principle of non bis in idem will be applied in environmental law. Legislation on environmental pollution and sanctions to be applied against acts of pollution and the legal aspects of these sanctions have been examined within the framework of the concepts of misdemeanor and crime.
