A study on creating data dictionary and data model of geographical entities using uml within the framework of national legislation

Abstract (EN)
Purpose of the thesis is to identify the geographical requirements expressed in the national legislation; to prepare the Feature Data Dictionary describing geographical features, attributes, attribute values that can meet the determined geographical requirements in detailed; to prepare Geospatial Information Model specifying which attributes the features should have and which values the attributes should have, also defines the institutions and organizations responsible for the features. Within the scope of the thesis, the geographical requirements of public institutions and organizations have been determined so as to perform their mission defined in the corresponding legislation in the most accurate and efficient way, permanent natural and artificial features that can fulfill geographical requirements are determined; geographic features, attributes, attribute domains and definitions are prepared; within the framework of national and international standards Feature Data Dictionary and Geospatial Information Model were constructed. In the study, 52 public institutions and organizations have been identified that are responsible for the features and need geographical data. 181 legislations have been identified concerning the determined institutions and organizations. Geographical requirements were determined by examining the content of the corresponding legislation. Features, attributes, attribute values, definitions, data types, units of measurement, responsible institutions and references have been determined that can fulfill the geographical requirements. Then Draft Feature Data Dictionary and Geospatial Information Model document were created in MS Excel file format. To eliminate the deficiencies in the created documents and improve the content of the documents; Feature and Attribute Catalog in the annex of Large Scale Map and Map Information Production Regulation, 33 INSPIRE Data Specification Documents, 31 Türkiye National Geographic Information System Data Specification Documents were examined; thus 22 features, 185 attributes and 612 attribute values have been added to the Draft Feature Data Dictionary and Geospatial Information Model document. The improved Draft Data Dictionary and Data Model document were submitted to public institutions and organizations to rectify the undetected deficiencies. With the help of opinions received from or submitted by the institutions, two features, 34 attributes and 61 attribute values have been added to the Draft Feature Data Dictionary and Geospatial Information Model document. The geographic requirements and information in the prepared documents was translated into UML and the Feature Data Dictionary and Geospatial Information Model were created. In the constructed Feature Data Dictionary and Geospatial Information Model; there exist 282 features, 1395 attributes, 2923 attribute domain values and definitions. When the constructed Feature Data Dictionary and Geospatial Information Model was compared with the TUCBS Data Specification Documents in terms of features, it is evaluated that a total of 80 features or feature subtypes, 248 feature attributes, and 406 attribute domain values, which are not found in TUCBS Data Specification Documents, can be added to TUCBS documents and the National Data Dictionary. In case of comparison for the feature attributes and the attribute values between the constructed Geospatial Information Model and the TUCBS Data Specification Documents, more attribute and attribute values can be added to TUCBS documents and the National Data Dictionary. Information and documents in Annex-2 regarding the Feature Data Dictionary and Geospatial Information Model prepared as a result of this thesis study, will be able to contribute to the determination of the National Data Dictionary, TUCBS studies and the development of Geospatial Data Specification Documents, also guide the geospatial database design and data production studies of institutions and organizations.
