Abstract (EN)

In recent years, governance has become a crucial concept in the study of political responses to immigrant integration. Studying the development and implementation of refugee integration policies in terms of multi-level governance perspective has become a prominent feature in the field of immigration literature. In line with recent trend on literature on migration and integration, this study argues that developing and implementing refugee integration polices is a multilevel policy issue and need to be investigated in terms of multi-level governance approach. This study takes Turkey as a case to study the way to manage refugee integration in the light of a multi-level governance approach, because Turkey is still one of the largest refugee hosting regions in the world. This study explains development and implementation of refugee integration policies and existing structures in Turkey. The study reached several conclusions, including that due to its unitary state structure, strong state tradition and highly centralized bureaucratic structure, it is difficult to say that Turkish public administration system has the mechanisms to ensure effective participation of the civil society. Moreover, it is also difficult to say that there is a strong civil society tradition in Turkey even though the number of non-governmental organizations has increased in recent years. The weakness of civil societal and individualist elements vis à vis the state can also be seen another constraint in developing collaborative arrangements and establishing effective partnerships with non-state actors.
